I simply made a soft link to the themes directory in
/usr/X11R6/share/enlightenment/
ie:
ln -s /usr/local/share/e16/themes /usr/X11R6/share/enlightenment/themes
Now the wm sees the theme but the theme is apparently the wrong version
and I get an error.

The 0.16.8 themes cannot be used with 0.16.7.
If you want 0.16.7, I suggest you use 0.16.7.2 and the corresponding
themes, e.g. enlightenment-theme-BlueSteel-0.16.tar.gz
