I can confirm this, and say that it is an issue with engage; after
unloading all modules, it works fine, but when loading engage, the
delay in border drawing reappears.

Strange, as I don't have engage, after testing, it seems it is due to
the pager
(???)
After unloading it, everything reponds as before (starting apps,
closing apps).
