*nix philosophy is: small specialized tools, e17 does not manage
icons, but you can try rox or any other icon manager.

I'd suggest you also take a look at evidence (the e file manager), it
can be used to manage your desktop and show the content of a folder
there. Just place symlinks to the apps you want then.
