Maybe *pre*-pending /usr/local/bin would be better than tacking
it on at the end:
export PATH=/usr/local/bin:$PATH
I install E under my home directory, rather than /usr/local
(don't have root at work), and have had to put my ~/bin at the start of
my path, to ensure that I catch all the updated versions of E stuff, and
automake and autoconf and other tools, rather than the stock FC3
versions.
Give that a try.
