libe has been removed. modules using libe is an entirely pointless thing too -
why use a lib that then ipc's back to e - when they are part of e already and
have direct access to whatever it is they want to do.

libe was removed, but e17setroot, edje_viewer and exhibit are still requiring it:
broken /opt/e17/bin/e17setroot (requires libe.so.0)
broken /opt/e17/bin/edje_viewer (requires libe.so.0)
broken /opt/e17/bin/exhibit (requires libe.so.0)
Have those apps/tools been updated?
