What do you mean by application framework? You can launch every app
from Application menu,
just like from the gnome panel. There are also taskbar (taskbar or ibox) and
launcher (ibar) modules for e. The only (important?) thing that gnome-panel
can do and e can't, is the notification area, but if you really need it, you
can use trayer or something else.

E17 has a built in file manager, it's perfect for browsing/opening
stuff, personally I don't really use it. I don't know about the
associations much, you can change between choices, iirc.
