Thank you Carsten. I'm sure that its something on my end. I've tried several icons from exchange.enlightenment.org with the same results. I have also removed the .e directory to make certain I have the freshest configs. If you could point me in the direction of a working animated icon, to verify, I think this problem could be laid to rest.
