Because you're new, maybe you missed some little things : e17 has a fm, but it's kind of modular, so you need to enable some these modules to activate some functionnalities.
This is the same for the launcher. There are two modules to do that, the old one, a simple launcher that can be affected with a key binding, and the everything module. Did you try this last ?
