You can usually get it to work once (and once only) in a single browser
session by doing the following:
1. Close your browser and restart it.
2. Go to the URL
http://www.macromedia.com/support/documentation/en/flashplayer/help/settings_manager06.html
3. Change your settings.
4. Do your Flash thing.
The settings rarely persist, meaning you'll have to keep doing it.
It's crap, but it's the best you can do.
