yes, there is an option in look->applications->'enable settings daemon' which makes e17 manage xsettings. it needs to be disabled to make gnome-settings-daemon work. Maybe it would be good to add the option to use gnome-settings-daemon to that dialog (and graying out the other settings when enabled) to avoid confusion.
