While I shudder to think of having to run E with a malfunctioning mouse, I too like to be able to navigate it with the keyboard. Though in my case it's more of a dexterity/hand/eye coordination thing, rather than unresponding hardware that makes keyboard navigation a near necessity.
Back a ways I did a lot of searching for themes where both menus AND buttons were not only "highlighted" but where such highlights were prominent enough not to require squinting to notice. I found a set of three themes that seemed to fit the bill... Vulcan_Moonlight_0_6_4_by_Ndjee.edj found at: http://e17-stuff.org/content/show.php/Vulcan+Moonlight?content=64866 plus Vulcan_Retro_0_6_4_by_Ndjee.edj & Vulcan_Retro_Blue_0_6_4_by_Ndjee.edj both found at: http://e17-stuff.org/content/show.php/Vulcan-Retro?content=61998 The only problem I had with these themes is that they were "submitted" before the edje format changed (in 2010?) and required conversion. There used to be an easy to use tool called edje_convert, but it was depreciated: see http://trac.enlightenment.org/e/changeset/56156 However I recently used apt-get to install E17 to antiX and was pleasantly surprised to find edje_convert was included... see: http://antix.freeforums.org/viewtopic.php?f=16&t=3657 Don't know if any of those "vulcan" themes will suit you, or if the work required to convert them to the new edje format is more than your willing to undertake. But they work for me...
