Are you using Debian EFL libs and dev libs? Debian EFL build are really old and 
are not up-to-date with SVN EFL. 

If you want elementary from SVN, you should checkout the whole tree and build 
all the EFL yourself. You can use easy_e17 script to make it easey for you. And 
keeping in mind that easy_e17 use /opt and deb packages use /, you may use both 
at the same time (but taking care of env variables)
