I have the same problem.  Whether I leave system default or select 
English/UK/UTF-8, I end up with a US layout.  :-(

There is a warning though that pops up:

You have some extra locale environment variables set that may interfere with 
correct display of your chosen language. If you don't want these affected, use 
the Environment variable settings to unset them.  The variable that may affect 
you are as follows:
  LC_TIME
  LC_COLLATE
=======================================

The Settings/Advanced/Environment Variables tab is empty ... hopefully this 
will be fixed in Alpha4.
