It doesn't.

connman module depends on connman 1.0 that is already released and
(could be) available for your distro.

Econnman is an unreleased connman configuration manager/gui that
resides in TRUNK (it helps but is not 100% necessary to use connman
and it certainly is not required or a mandatory dependency ).
