There actually are 2 easy ways:
1) Mouse Over the file or dir for a few seconds will show you a popup
that tells you in plaintext (no octal or ascii-representation) which
permissions the object has (read-write for example) for your user.
2) Right click on the file/dir and select "File Permissions" which
will show you all permissions in checkboxes.

First: is this e17 (stable release) or e18 (built from git)?
Both work for me in both, e17 and e18.
Maybe your version is too old (i.e. not the latest release or
alternatively the latest git) and broken

Per-Window remember settings are complicated, as windows tend to
behave very differently.
I suggest you select "Advanced" when adding a remember setting, so you
can check what typical name, class or title a window has and make sure
you select the property that matches 2 instances of your opened
program.
