The former.  I set it to hibernate and following a reboot I find it has reset 
to suspend all on its own.

If the battery runs out before I reboot, the laptop will hibernate as 
expected.  However, after a reboot it will of course try to suspend, because 
it resets itself to the "Suspend when below ..." setting.
