Your problem is, that some measures have been added to the E build system to avoid certain features to be disabled or enabled. The USE-flags in the overlays do not yet consider this change and allow you to set flags which E developers consider unsafe and want to avoid bug reports (which in this case doesn't seem to have worked :) Anyway, there are 2 solutions: a) Change your useflags for efl so it won't use these critical features in E, read the error message to see which ones these are. b) pass a parameter to the build system which allows you to build anyway - again, read the error message Obviously I'll recommend a). At some point the ebuilds will have to be fixed to handle this - if, when and how that happens is up to the overlay maintainers. Good luck.
