what e does is fade the screen out then ssend a message to systemd (via dbus)
to shut down (if systemd logind session is detected - if not it uses the
command in sysactions.conf).

1. have u tried checking logs? did systemd complain?
2. have you switched to a text console and attached gdb to enlightenment (phab
has a whole page on debugging e and gdb). i would guess e is running normally
and waiting on something - eg systemd to shut down.

on arch, all day, every day, i can shut down from e without any issues. systemd
has been up and working there for a long time. "i can't reproduce your issue on
my distro". :(
