Welcome back Peter It's possible to do the scroll thing. There is already a shortcut for alt+scroll in any place of the desktop, but if you want with only scroll go to preferencies -> input -> mouse bindings. Create a new binding for scroll and play with the options to where it applies (I think there are 9 options with a selector. I'm not running E at the moment and I don't remember all those options, sorry)
For the pointer, I have chosen to use only X cursor and put a nice theme (there are lots to choose from in the qt oxygen theme, in debian). I think there is a check to disable effects, or used to be....not sure. if you want to check for errors, the first place I'd look is the ~/.xsessions-errors. E logs there, so you may see if there is something. You can make E more verbose with some env variables, I don't remember those but check for Raster mails as he always mention them. You may export them and reload E. BTW, I haven't used xfce in a long long time, but I recall the default theme was very similar to clearlooks. Maybe you'll like to check the new theme that was posted in the list a couple weeks ago.
