Hello, Sorry for teh quick answer. 1) There's few documentation about making E-themes. :( 2) To change Win Titlebar Height on some themes is possible increasing the size of Windows title font. Have you tried? For button order, you have to decompile the theme and manually change the .edc file. Unless the creator of the theme hasn't included different theme styles.
