I should try out the latest stable E as well. I've had edge flipping problems with 20.4 and greater. The flip event is skipping a desktop. Opened up a phab ticket, but there's no action on it yet: https://phab.enlightenment.org/T3140
Anyway, about your edge flip issue. Sounds like it's configured to work only on a window drag. To fix it, just go to edge bindings in settings, modify the appropriate edge, and uncheck the "Drag only" checkbox.
