this is actually what happens by default. windows will open on the screen AND
virtual desktop they were launched on via e's keybindings, evrything or via
ibar launcher... *IF* e can match up the execution to something it executed.
this may not work for all apps. it depends if they set NETWM_PID or use the
netwm startup id property and set it - if they have a shell script then launch
the child app (thus pid doesn't match the pid e launched) etc... it works for
most apps for me. some it fails for due to them having "odd" launching
mechanisms and not supporting various things listed above.

e.g. - just ran:

inkscape. worked
just ran terminology - worked
firefox - worked
chromium - didn't work
rage - worked

...
