yes. modify the system default profile. the first run wizard is just a result
of the default config profile being configured to load the wizard module and
the wizard module does this... (and then switches to another profile like
"standard" once set up).

but be aware that the config doesnt contain some data like ibar content etc. -
that's in separate files outside of the config files. that's what the wizard
page modules go set up for you, so you'd have to replace that functionality
somehow.

of course you can also use a user skeleton directory too that's already set up.
include ~/.e in the skeleton...
