In "Settings > All > Input > Key Bindings" for WIN+V I select the action "Jump to a window... or start..." with Action Params "vlc vlc". My distro has e17 and I was hoping to avoid building the current version myself, but I'll take a look at the dependencies and see how messy it will actually be. Thanks.
