Yes, that is how it is supposed to work, and it does for me.
If you send me your configuration (eesh show) I can try to figure
out what might be the problem.

Ok, it looks like the new window focusing does not work reliably when
windows slide in.
For now I can only suggest to disable new windows sliding in.
