Correct.  The Fedora login page uses both screens as expected, however
after I login one screen fades to black with a frozen mouse cursor and the
other screen behaves normally.

I am unsure about using X11 or Wayland mode.  Whatever the default would be
for Fedora.  Assuming I am using Wayland and that is the issue, how do I
switch to force X11 mode?  Seems like that is the most likely cause.
