I don't think so as pavucontrol is still perfecty functional in that
situation.
just check - does the PID change?
That's not easy to do as it happens only sometimes and so i can't know
what the pid was before it stops working. Next time i'll try to look in
logs to see if they tells something about a respawn of pulse :)
Ok, it did happen today and indeed i see many pulseaudio restarts in
syslog, though i don't know why it exits for a failure.
Pavucontrol still works as usually, as i think it connects to the
running daemon when it is launched, but the mixer icon doesn't react. I
can still control volume running the E mixer, which has the playback tab
empty but all other tabs in a normal state.
Is there a way to restart only the mixer, not the entire E session, in
order to connect to the live pulseaudio system?

but pulseaudio should not be
restarting. it must be crashing
For what i see it exits due to a failure and systemd tries to respawn it
via a scheduled job. This is what systemd tells about it:

Now i should find why it takes a wrong path for its own configuration...
the emixer tool is a separate binary like
pavucontol and will connect on its own to pulse so its essentially the same
thing as pavucontrol written for e/efl.
again - libpulse handles connecting to and
talking to pulseaudio. the mixer module just uses libpulse to talk to
pulseaudio. loss of connection would suggest pulseaudio is going
away and
that closes the connection.

I can fully understand wha you mean, I think.
But, pulsedaemon does always run just after booting.
Because,
1. After booting, I can always hear the switching on sound of mu USB
DAC.
2. I always begin the PC operation with starting music via
audacious.

One question.
As a root, accessing to pulseaudio is always denied ;
# aplay /home/masaru/wav/Track\ 2.wav
XDG_RUNTIME_DIR (/run/user/1000) is not owned by us (uid 0), but
by uid
1000! (This could e.g. happen if you try to connect to a non-root
PulseAudio as a root user, over the native protocol. Don't do
that.) ALSA
lib pulse.c:243:(pulse_connect) PulseAudio: Unable to connect: Access
denied
aplay: main:831: audio open error: Connection refused
Is this phenomena within your expectations?
