Regarding restarting the daemon without rebooting: If it were me, I would remove all of the DHCP configuration code from the running config and issue a "no ip dhcp." Then, paste the config back in and see if the behavior changes. Also, I found this in the release notes: "Changes made in 6.01.01.0020 In previous versions, during configuration of DHCP, the CLI command 'no lease' could fail to release configuration information and result in what appears to be "stale" configuration." There's no notes in the 5-series code regarding the DHCP server keeping a stale config.
