Because there is no solution for what your are expecting in normal operation,
you should request an enhancement.
If you are talking about last resort action in case of tacacs/radius do not
reply it should work.
I don't know the X-Series products line.
DFE/S-Series equal to last resort action
"set system login" with the option "local-only"
(Optional) Specifies the authentication scope for this user. Valid values: yes,
no. yes specifies that authentication is only by way of the local user
database even with RADIUS or TACACS+ configured. no specifies that
authentication is by way of configured methods.
Otherwise common options are :
- the authentication server scope, "set radius" commands options are
management-access (console/telnet/ssh/http), network-access or any (default)
- the authentication method precedence, "set authentication" commands options
local, radius, tacacs or any (default tacacs, radius, local)
Regarding SecureStack you can't modify the precedence of the user DB, if
tacacs/radius failed i can remember, in recent firmware, that local DB will be
used.
