John, It is an option available only in the 3600 and 3700 APs.
As shown in the manual for version 8.11, page 3-37 (137) Enable Secure Tunnel Click to Enable or Disable secure tunnel. This feature, when enabled, provides encryption, authentication, and key management for data traffic between the AP and/or controllers. Note: Secure tunnel can only be enabled when a V8.11compatible AP is added to the network. Secure tunnel must be disabled for APs running previous versions.
