It is an option available only in the 3600 and 3700 APs. 

As shown in the manual for version 8.11, page 3-37 (137)

Enable Secure Tunnel Click to Enable or Disable secure tunnel. This 
feature, when enabled, provides encryption, authentication, and key 
management for data traffic between the AP and/or controllers.
Note: Secure tunnel can only be enabled when a V8.11compatible AP is added 
to the network. Secure tunnel must be disabled for APs running previous 
versions.

Subject:        [enterasys] IPSec on APs



Is anyone connecting an AP to their controller via a IPSec tunnel?  This 
functionality is available in 8.11 but I am not finding any documentation 
on it.  If you have found the doc or have figured it out I'd love to hear 
about it.
