There are "master" policies and "master" signature libraries that are shipped with the product. You will not need to migrate these. The "custom" policies and "custom" signature libraries that are in use (or will be in use) can be exported from the EMS client using the Import/Export facility from the Tools menu. This will create XML files in the exportFiles directory of the EMS. These files can be copied to the imortFiles directory of the target EMS, and then imported via the same Import/Export facility.
