BORLAND PLUGS THE MICROSOFT GAP?

Borland Chief Executive Dale Fuller declined to comment on whether any deal with Microsoft was in the cards, but he added that he would consider offers.

"I'm a public company, I always have to entertain all offers from all companies," Fuller told Reuters. "I will tell you we have a very close relationship with Microsoft."

Borland, like Rational, offers so-called "modeling" tools which let software developers collaborate on their software programs before they actually build them. Rational was Microsoft's biggest partner in that respect, selling its Rational Rose modeling tool alongside Microsoft's own Visual Studio programming tools.

With Rational now being acquired by IBM, however, that leaves the door open for Borland to step in, Fuller said.

"There's definitely a gap in Microsoft's development strategy," he said. "It opens the doors for us to fill the gap for Microsoft's customers."

Borland, like Microsoft, also sells programming tools that allow software developers to build programs for Microsoft's .NET Internet software. But unlike Microsoft, Borland's tools allow developers to run their applications in non-Microsoft environments, such as those offered by Oracle Corp.(NasdaqNM:ORCL - News) or Sybase Inc.(NYSE:SY - News).
