Você já chegou a considerar a utilização de JCA ( Java Connector
Architecture ) ???
Este tipo de solução parece bem interessante, porém algumas
limitações precisam ser consideradas se você quiser integrar um legado
Mainframe, dependendo muito da forma que as rotinas COBOL foram
desenvolvidas.
Não conheço nenhuma solução "open source" para isto, cada vendor
implementa um resource adapter diferente para acessar o Mainrame. A IBM tem
uma série de soluções para este assunto ( a um preço infímo, é claro ... :
-) ).
Se o projeto for grande e tiver um budget considerável, talvez valha
a pena dar uma olhada no site da IBM ...

A opção de usar CORBA é bem interessante e poderosa.
Mas apenas para ilustrar uma outra opção seria
fazer a integração dos dois ambientes via
Http, codificando um cgi em cobol. Principalmente se
forem poucos os pontos contato entre os dois sistemas.
