Maybe you can reverse the dependencies
instead of
apache2-dev (>= 2.4) | apache2-prefork-dev (>= 2.0.52-1)
try
apache2-prefork-dev (>= 2.0.52-1) | apache2-dev (>= 2.4)
(just a guess)
