Hi,
There is an addon ust to disable Sync completely: Disable Sync.
It is rejected and not listed on AMO so you have to download its XPI
from GitHub:
https://github.com/clear-code/disablesync/releases
If you don't want to install any extra addon, lockPref() for these
preferences will work as expected:
https://github.com/clear-code/disablesync/blob/master/defaults/preferences/disablesync.js
