we ship the files in our profile and added some line to prefs.js so that
plugins are shown as installed and auto-update of gmp is disabled:

By default when a user opens Firefox ESR 45, it downloads them in
the background and installs them to the user’s profile. This isn’t
desirable on computers with many users and temporary profiles. I
see it can be disabled entirely with media.gmp-provider.enabled, but
I’d like to include them if possible.____
