Firefox mainline release will support only Flash starting in 52. Firefox
ESR will continue supporting other NPAPI plugins for the 52 ESR cycle.

Once this change is in place, there will not be exceptions: a major reason
for this change is so that we can remove a lot of the legacy code that was
supporting these plugins. Flash is special in many ways: we are keeping the
API surface that they need and not more, and we work closely with Adobe to
fix problem areas so that we can implement our new graphics stack and
security sandbox.
