It's difficult. Here is how I currently understand it:
52.0-RR: Plugins except Flash disabled, others can be manually enabled.
52.1-RR: Plugins except Flash disabled.
52.x-ESR 32bit: Plugins enabled.
52.x-ESR 64bit: only Flash and Silverlight enabled.
The preference plugin.load_flash_only allows to toggle loading of
plugins except flash in 52.0-RR and 52.x-ESR.
This preference will be ignored in 52.1-RR and later.
