If you disable installation of add-ons (lock xpinstall.enabled), that
prevents the user from explicitly installing add-ons, it doesn't prevent
add-ons from running.

You could then in theory enable certain addon scopes:

Then use software distribution to place the addons in various central
locations:

And those add-ons would be loaded and get updates.
