During the beta of ESR 52 I asked here if there was a way to have these CDMs download when needed, rather than at the beginning of every new user session. I noticed the DRM preference in the UI and assumed it disabled those CDMs entirely. But in fact, it does exactly what I was asking for!
So, in your autoconfig you can set media.eme.enabled to false and when users browse to DRM video, they will get an infobar that prompts them to "enable". Excellent! The only caveat is that it only seems to work for Widevine and Primetime, not OpenH264. I found the preference media.gmp.decoder.h264.enabled, but I couldn't find an OpenH264-protected video to test it with.
