That link looks strange, our firewall thinks it's suspicious and it
doesn't work anyway ;-)
I assume though that you mean option "Do this automatically for files
like this from now on" in the download dialog. If so, in addition to the
two preferences you already have (for using on external PDF application)
you will also need to change the handler as explained on
https://mike.kaply.com/2013/05/15/setting-default-application-handlers/
if you want to automate this (you won't need lines 8 - 15). You may also
want to have a look at
https://dxr.mozilla.org/mozilla-beta/source/netwerk/mime/nsIMIMEInfo.idl
for more attributes.
