I'm starting to wonder if perhaps there is also an unknown issue preventing the unsubscribe from working as intended? I've never tried to unsubscribe myself, nor have I setup a dummy account to test with.
For many requesting an unsubscribe, I've gone through the steps to try and 'help them' unsubscribe by using their email address on the unsubscribe page. If we're getting a lot of general users into this list, it could certainly explain why this happens with increasing frequency. Even we IT admins don't always Read The Friendly Manual, so it's unlikely an average user would either.
