I have the same problem here but rather than ask them to update the central 
store in AD each time, I just do the following:

-          Extract the Firefox policy templates to c:\windows\PolicyDefinitions\

-          Ensure that 
HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Group 
Policy\EnableLocalStoreOverride"=dword:00000001

-          Run Group Policy Management on that machine and edit away.

Of course, you have to have local admin privileges on the machine to do the 
above, but it saves me so much time, especially when testing new templates not 
yet found in the central store.

I need to ask our AD team to add the Firefox Policy Template.  That is more of 
a task than you’d think, so I’d like to know if there are any pending updates 
to the template before I make my request.  I’d hate to have them do it, then
