policies.json -based policy should stop updates, but it is pain to get
working (apparently that .json syntax is *really* sensitive to errors
and silently fails without giving any kind of error). There is a add-on
"enterprise policy generator" that can make (most) settings, I suggest
you try that.
Note that I haven't tested if updates come thru with 68 even with policy
set, I just trust it does what it is said to do.
