Maxime, What I mean is, something that’s not a GPO; something internal in Firefox, like in a configuration file.

We already have GPOs for IE and Edge, and plan to add some for Firefox, Chrome, and Chromium Edge. The first run page is indeed overidden but the "Welcome to Firefox" of Firefox 78 also appears on new tabs.
