That being said, MOZ_LEGACY_PROFILES should definitely be working in this case. We also have a policy for this that can be set via GPO. https://github.com/mozilla/policy-templates/blob/master/README.md#legacyprofiles If it's not working for you, you can open a bug in bugzilla and we can debug. As far as 32 bit builds go, you can find 32 bit versions of any Firefox here: http://releases.mozilla.org/pub/firefox/releases/78.0.1/win32/ by looking in the corresponding 32 bit directory.
