With the help of Mike and mozregression I determined it’s due to this bug: 
https://bugzilla.mozilla.org/show_bug.cgi?id=1656753

Hopefully everyone here did a better job than me testing their organization’s 
web apps before putting ESR 78 into production. (sigh)

I can only get them to work in ESR 78 when adding them using the “Firefox 
prevented this site…” info bar button.  If I use my policies file (the same one 
that works in 68), or enter them through the Options menu, they don’t work.  I 
know this sounds like I’m typing them wrong, but as I said, the policies file 
works in 68.
