We are targeting Firefox 84 to land the following changes with a goal to
make retrieval of bookmarks simpler (user research highlighted that users
struggled to retrieve bookmarks they created). A new pref
browser.toolbars.bookmarks.2h2020 controls this behavior:
- Change the default location of bookmarks to the Bookmarks Toolbar (and
make the default folder follow the last folder in which users bookmarked)
- Show the user’s “Other Bookmarks” folder in the bookmark toolbar if it is
non empty
- Replace the Bookmarks Toolbar hide/show toggle with new options for
showing the bookmarks toolbar either only on new tab, Always or Never
- Show  an “Import Bookmarks” button in the bookmarks toolbar for new users
(if users have no bookmarks)

Please let me know your thoughts about whether policy changes could be
valuable to help ensure you retain the way you prefer Firefox to be
configured by default.
