The bug is https://bugzilla.mozilla.org/show_bug.cgi?id=1691454 The driver for the decision was that we were seeing the following: - Overall low engagement with the meatball menu compared to other primary UI elements - Very low ratio between users opening the meatball panel and users making a selection in the panel (i.e users don't find what they are in search of) - Most meatball menu entries are more used through other entry points such as context menus
So overall the visual noise added to the UI by the menu was not considered worth its value.
