It's a feature.
It was added to the System's KCHR resource back when Powerbooks didn't have
enter keys.
So on the Macintosh, both 'ctrl-c' and 'enter' generate ASCII value 3.
Return, by the by, is ASCII value 13. ;-)
There are a couple of other mappings that slip my increasing feeble mind...

PS: Suffice it to say that for those of us writing terminal emulators that
depended upon ctrl-c having a particular meaning...well, it was something of
a pain to "debug". ;-)
